The State of Haryana has made immense progress since its inception and is at the crossroads of becoming a Destination State or preferred place for launching entrepreneurship, In fact the very location of the State in the geography of the country is a great advantage to the State which has not been tapped to its fullest. In addition , the State has such riches, both, in material and in human resources that it can very well develop into a haven for prosperity and continual growth.

One important barometer of the level of development of any community or country is the level of awareness and knowledge that the people in that community or country possess. This can be given a more tangible term that is Literacy Rate or in simpler terms, Level of education. This has been a gray area in Haryana, despite diligent efforts from various quarters to improve and augment it. The State has a sizable educational spread but somewhere the element of quality and improvement has been missed out on. Much of it is due to lack of vision in planning the education sector and then managing it rigorously, Mediocrity and lassitude have marred the reputation of education sector. However, it being a welfare State, the onus to give a new direction to this sector to the extent of completely participation from all the stakeholders in this area - administrators, educationists, parents and students.

With all the budgetary provisions and developmental schemes the thrust of Higher Education in Haryana is envisioned to instill requisite skills, knowledge and information in students so as to enable them to pursue a rewarding profession and fulfilling life. This would require re-orienting the education at higher levels of learning that is in colleges and university to give it a more concrete shape and would involve imbibing professionalism and efficiency in the entire system. A draft model thus would be as following :-

 


For this an over all development of education is imperative which can be ushered in by focussing on various parameters which are actually decided by the outcome of any education system. These include:

HUMAN RESOURCE DEVELOPMENT

Staff (teaching as well as non teaching staff) would be trained through specially designed training programmes which would be got conducted through training institutes of national/international repute.

Members of the teaching as well as non teaching fraternity would be encouraged to participate in seminar, workshops conducted through the training institutes in the country and abroad whichever are relevant for their professional growth.

Students in the colleges are being roped in through the scheme of "Earn while you learn" for orienting them towards the dignity and value of work.

Specific sponsorship/scholarships would be given to the enterprising and deserving teachers and meritorious students for undertaking further research/higher studies.

Special emphasis on educating the under-privileged section of society and also women in the state.

 

UPGRADATION OF EXISTING PHYSICAL INFRASTRUCTURE

Laboratories and Libraries in the colleges would be refurbished so as to provide latest equipment and facilities for research, experiments and studies. This would include conducting of specific programmes in the colleges to foster the culture of reading and consulting library facilities.

The gap between the required physical infrastructure and the available facilities would be removed through consistent efforts.

 

NEW INITIATIVES

Introduction of aggressive Research and Development Culture and bringing an alliance between academics and industry.

Introduction of newer technology in the form of utilization of services provided through Educational Satellite.

Management of time 8in colleges through effective class schedule and activities schedule.

Creation of an Education City to foster quality education and for providing a space for growth of education.

 

ACADEMIC RESTRUCTURING

Introduction of regular Academic Audit in the Institutions of High Learning.

Restructuring of Course Contents of the existing courses to make it more innovative while integrating skills and scope for interdisciplinary/ cross disciplinary/ multi disciplinary studies leading to development of newer ideas and studies.

Introduction of broad based programme mode throwing multiple choices of courses and subjects to students.

Introduction of new courses as as to equip the students to face professional life.

Improvement in attendance among students and to mitigate drop out rate, integrating traditional pedagogy with multimedia aids.
