Tremendous expansion has taken place in the field of Higher Education in the State of Haryana since its inception on 1.11.1966. Besides substantial increase in the number of colleges, teachers etc., the number of girl students studying in various colleges of the State has also increased. This fact is highlighted by the following comparative figures:-

1.)  OPENING OF NEW GOVERNMENT COLLEGES/WOMEN WING:-  In order to implement its policy of rapid expansion in the sphere of Higher Education, Government has opened new Govt. Colleges at Kaithal, Birohar, Mandi Dabwali, Julana, Govt. College for Women, Panchkula and Tosham and Girls wings in Govt. College, Sirsa from the academic session 2007-08.

 

2.) JOB-ORIENTED COURSES:- The Government has started various Job-Oriented courses in some of the colleges from the academic session 2005-06 which are continuing in the session 2007-08 also. The list of courses is as follows:- Bachelor of Tourism Management, Bachelor of Information Management, Bachelor of Business Administration, Bachelor of Computer Applications, Bachelor of Mass Communication, Bachelor of Mass Communication & Journalism, Bachelor of Mass Communication & Video Production, Bio-Technology, Post Graduate Diploma in Computer Application, Computer Science, Industrial Micro-Biology, Bachelor Degree in Library and Information Science, Fashion Designing and  Child Care & Education.

 

3.) EDUSAT PROJECT :- This project is meant for imparting education through Satellite. The project is being implemented in all the Government Colleges of the State in the first phase. A separate Studio for higher education has been constructed in DIET building, Sector 2, Panchkula. The EDUSAT equipments have been installed in the Studio/Colleges by ISRO through Bharat Electronics Ltd., Bangalore. An amount of Rs. 2.29 crore on the plan side would be   utilized for the project as well as Rajiv Gandhi Education City in the year 2007-08. The imparting of education through EDUSAT has already begun from 24th July, 2006.

          During 2007-08 Govt. has decided to connect Private Aided College through EDUSAT network. Programme of action for the next year is to cover up all the Government Aided Colleges as well as newly opened Govt. Colleges.

 

4.) RAJIV GANDHI EDUCATION CITY :- The Government of Haryana has decided to set up Rajiv Gandhi Education City at Kundli (Sonepat). This is an ambitious project involving an expenditure of thousands of crores of rupees. The institutions of excellence for higher learning/Research will be set up in the Education City. 25% of the total seats would be reserved for the students of Haryana. Process of acquisition of 2068 acres of land in the first phase is being undertaken by the Town & Country Planning Department, Haryana.

 

5.) SOFT SKILLS SCHEME :- Imparting of training in Soft Skills that started in 2005-06 has been given a new dimension with the telecast of DVD’s pertaining to Soft Skills of 128 hours through EDUSAT for all the Govt. Colleges in Haryana.

 

6.) At present in the State: out of 427 Non-Govt. Colleges, 80 Aided Degree College, 28 Unaided Degree College, 14 Aided B.Ed. College & 305 Unaided B.Ed College. The Govt. is giving 95% grant-in-aid to the Private Colleges in connection with the deficit of the disbursement of salaries to Staff sanctioned posts. 

 

7.) ASSISTANCE TO UNIVERSITIES :- Govt. is providing liberal financial assistance in the form of grants to the Universities in the State to encourage higher education. During the year 2007-2008 all the four universities were given assistance on Plan and Non-Plan side as is clear from the chart below:-

8.) INTRODUCTION OF NEW COURSES AND SUBJECT :- Maharshi Dayanand University, Rohtak has introduced M.Ed. Course through Distance Education. Apart from this various other professional courses have been sanctioned under self financing scheme from the academic session 2007-08.

 

9.) SETTING UP OF AN OFF CAMPUS OF PETROLEM & ENERGY STUDIES UNIVERSITY AT GURGAON :- The State Govt. issued NOC to Petroleum and Energy Studies, Dehradun for setting up of an off Campus Regional Centre of the University at Gurgaon.

 

10.) REGIONAL CENTRE OF KURUKSHETRA UNIVERSITY, KURUKSHETRA AT JIND:- Sanction has also been granted for establishment of Post Graduate Regional Centre of Kurukshetra University, Kurukshetra at Jind.

 

11.) SCHOLARSHIPS:- The Department of Higher Education is implementing various scholarship schemes for meritorious & needy students. These are ‘National Merit Scholarship Scheme’, ‘State Merit Scholarship Scheme’, ‘State Meritorious Incentive Scheme’ and ‘Under Graduate Girls Scholarship Scheme (+2 level)’. Apart from these, there is a scheme to grant scholarships to the poor and needy students from scheduled caste/Backward Class Category. A total amount of Rs. 22,21,96,000/- has been allocated for these scholarship schemes during the year 2007-2008.

 

12.) EMPOWERMENT OF FEMALE STUDENTS :- In order to empower the female students and bring out talent among girls a new scheme has been started from the year 2005-06. Under this scheme, women cells have been established in all the Govt. Colleges of the state to organize various activities to bring awareness among students on gender related issues. An amount of Rs. 45.00 lacs has been made sanctioned for the year 2007-08 and the same was distributed amongst all the Govt. Colleges in the state.

 

13.) HUMAN RESOURCE DEVELOPMENT: - A new scheme for the training of teachers and supporting staff has been started from the year 2005-06. An amount of Rs.  25.00 lacs has been sanctioned during the year 2007-08 for this scheme.

 

14.) UPGRADATION OF LABORATORIES :- A new scheme was started from the year 2005-06 to modernized and upgrade the laboratories in Govt. Colleges. A budget provision of Rs. 66.00 lacs was made during 2007-08 and distributed to all Govt. Colleges as per their requirements.

 

15.) SPORTS SCHEME :- To improve the standard of sports and to raise the participation in sports a new scheme has been started and an allocation for Rs. 60.00 lacs has been made in the budget during 2005-06 and distributed in all Colleges equally.

 

16.) EARN WHILE YOU LEARN :- This new scheme has been started to provide incentives to students and a sum of Rs. 15.00 lacs has been allocated for this purpose. An amount Rs. 43.80 lacs has been distributed in all Govt. Colleges @ Rs. 7300/- for the whole year. In this scheme a students can earn up to 1200/- Rs. Per month and minimum five students can work.

 

17.) RESEARCH AND DEVELOPMENT STUDIES :- In order to encourage research and development in the state a new scheme has been started to award projects to NGOs and Research scholars pertaining to State Education Scenario. A budget provision of Rs. 10.00 lac has been made in the current financial year and Rs. 6.35 lacs (approx) have been issued.

 

18.) WORKS :- During the year 2005-06, a provision of Rs. 14.00 crore has been made by the Govt. for the construction of various college buildings. Rs. 90.00 lacs has been appropriated for the construction of Gymnasium Hall at Govt.  College, Ambala Cantt.A provision of Rs. 3.00 crore has been made for the construction of joint building of three Directorates (Shiksha Sadan), Sector 5, Panchkula.

 

19.) LIBRARIES :- We have 24 Public Libraries which includes one State Central Library at Ambala Cantt., 11 District & 12 Sub-Divisional libraries. There is a proposal under consideration to open libraries for two new districts namely Jhajjar and Fatehabad. A sum of Rs. 10.00 lacs have been provided in plan budget to upgrade the 5 Sub-Divisional Libraries of Kaithal, Yamuna nagar, Rewari, Panchkula & Panipat into the District Libraries during the year 2005-06.

 

20.) NCC :- New 3rd Girls Bn. Is being raised at Hisar so that girls students of the District of Hisar, Sirsa, Jind, Fatehabad & Bhiwani may be benefited.

 

21.) REMEDIAL COACHING FOR SC/BC & EDUCATIONALLY BACKWARD MINORITIES :- Under this scheme the students of SC/BC and Educationally backward minorities are provided with the coaching in the subject of Mathematics, Science and English. During the year 2005-2006 the Govt. has provided Rs. 10.00 lac for this scheme.

 

22.) CONSTITUTION OF PLACEMENT CELL IN GOVT. COLLEGES :- Under this scheme an amount of Rs. 15.00 lac have been provided by the Govt. and the amount has been distributed among 60 Govt. Colleges. This work is being supervised by the Principal of the Institution alongwith one senior lecturer.
