1) YOUTH SERVICES
A) NEW REMOUNT & VETERINARY (R&V) NCC UNIT IN HISAR

The Education Department is running this scheme with a view to extend NCC facilities to the students of Haryana, especially in Rural Areas. R&V (remount & Veterinary) Squadron NCC was raised at Hisar in the year 2003-2004 with a strength of 200 Cadets. By raising this R&V unit, the students are familiarized them self with this new stream and it will also help in motivating them towards joining Armed forces.

Accommodation facilities for its office complex, Animal Sheds, stores, Training Area for Cadets etc. are provided by the HAU Hisar, Expenditure on Cadets Clothing,  Horses, Animal Feed, 50% of camp expenditure, three Vehicles, Vehicles repair etc. and Unit’s staff from Military personnel is provided by the Central Govt.

The State Govt. will have to bear the expenditure of salary of Units civilian staff, 50% camp expenditure and other non-recurring expenditure for renovating the accommodation etc.

A sum of Rs. 12.00 lac was approved for the year 2007-2008.

B) RAISING OF NEW GIRLS BN. NCC AT HISAR

There were only 2 Girls Bn. namely Ambala and Rohtak providing NCC coverage to the Girl students of entire State. In view of increased strength of students Govt. of India allotted additional strength of 4700 cadets including 1000 Girls cadets to Haryana, so that new NCC sub units may be raised in rural schools and colleges. It was approved that a new third Girls Bn. may be raised at Hisar so that additional strength of 1000 Girls cadets may be accommodated and may be able to avail the NCC coverage and NCC training.

Hisar is a big town with one Agriculture University and many institutions of Higher Education for Girls. Hisar is centrally located to give NCC coverage to Districts of Sirsa, Fatehabad, Hisar, Bhiwani & Jind.  It is also stated that expenditure on clothing of cadets ammunition, vehicles, vehicles repair, training staff and 50% expenditure of training camp will be borne by the Central Govt. The State Govt. is to bear the expenditure on salary of civilian staff, refreshment of cadets 50% of camp expenditure an another non-recurring expenditures. The non-recurring yearly expenditure of new Girls Bn NCC consisting of 1,000 cadets will be approximately Rs.12.70 lac for the year 2007-2008 (PLAN SIDE).

2) RAJIV GANDHI EDUCATION CITY

The Government of Haryana has decided to set up Rajiv Gandhi Education City at Kundli (Sonepat). Institutions of excellence for higher learning /Research will be set up in the Education City. 25% of the total seats would be reserved for the students of Haryana. The process of appointment of Consultant and acquisition of 2068 acres of land in the first phase has been undertaken by the Town & Country Planning Department, Haryana. An amount of Rs. 8.50 crore has been provided on Plan side during the year 2007-2008 for this purpose.
3) EDUSAT PROJECT
This project is meant for imparting education through Satellite. The project has been implemented in all the Government Colleges of the State in the first phase. A separate Studio for higher education has been constructed in DIET building, Sector-2, Panchkula. The EDUSAT equipments have been installed in the Studio/Colleges by the ISRO through Bharat Electronics Ltd., Bangalore. An amount of Rs. 8.50 crore has been provided on plan side during the year 2007-08 for this project as well as Rajiv Gandhi Education City. The imparting of education through EDUSAT 25 July]07 for the current academic session.
During 2007-08 Govt. has decided to connect private aided colleges with the EDUSAT network. For installation of EDUSAT equipment in private aided colleges, the Govt. will provide Rs. One lac as subsidy out of Rs. 3 lacs.
4) SOFT SKILLS SCHEME
This scheme was started in six Government Colleges of the State during the year 2005-06. The Society for Promotion of IT in Chandigarh (SPIC) charges Rs. 4000/- per student for the training of four and a half months duration out of which a student has to pay a sum of Rs. 1000/- and a sum of Rs. 3000/- per student is provided by the Government of Haryana as subsidy. During the year 2006-2007, this scheme continued in 17 Govt. Colleges including 6 earlier colleges. Moreover the Department has decided to run the soft skills programme in all the Govt. Colleges in Haryana by running Soft Skill DVD’s of 128 hours through EDUSAT.
5) JOB ORIENTED COURSES
The Govt. has started various job oriented courses in some of the Govt. Colleges from the academic session 2005-06 which are continuing in the session 2007-08 also. The list of courses is as follows:-

14. Fashion Designing.
15. Early Child Care and Education.
Rs. 1 crore has been sanctioned for the year 2007-08 for the introduction/ continuation of above Job Oriented Courses. This will go a long way to enable the students to obtain jobs after completing such courses. In addition to the above courses the following courses have also been introduced:-

6) SETTING UP OF POST GRADUATE REGIONAL CENTRE AT JIND
A Post Graduate Regional Centre of Kurukshetra University, Kurukshetra has been established at Jind.
7) ENACTMENT OF HARYANA PRIVATE UNIVERSITIES ACT 2006

In order to encourage healthy competition and to promote quality education besides encouraging private investment in the field of Higher Education and to promote the establishment of institutions of higher learning of international standards, the Haryana Private University Act. No. 32 of 2006 has been enacted. Haryana Private University, Rules under Haryana Private University Act have been framed vide notification dated 06-04-2007.
8) OPENING OF NEW GOVT. COLLEGES/WOMEN WING
In order to implement its policy of rapid expansion in the sphere of higher education, Government has opened new Government Colleges at Kaithal, Birohar, Mandi Dabwali, Govt. College, Julana, Govt. College for Women, Panchkula and Tosham and Girls wing in Govt. College, Sirsa from the academic session 2007-08.
9) ESTABLISHMENT OF PUBLIC LIBRARIES
Provision of Libraries upto Sub-Division and Block Level is to be taken up in a phased manner spread over a period of two years (2007-2009). Sanction to open District Library at Jhajjar and Fatehabad has been received and six Sub Divisional Libraries i.e. Rewari, Nuh, Panipat, Yamuna Nagar, Kaithal and Panchkula have been upgraded to District Libraries.
In the first Phase (2007-2008) all Sub-Divisions are to be provided with a Public Library. In the 2nd Phase (2008-2009) all the 72 CD blocks will be provided with Public Library facility. At village level, District-Ambala has been earmarked and Village Libraries will be started in the villages having a population of more than 5000.
10) CONSTRUCTION WORKS
A sum of Rs. 12.70 crore was provided in the plan budget for the year 2007-08 for the construction and repair works in the Govt. Colleges and Rs. 2.00 crore was provided under the strengthening and maintenance of infrastructure scheme. In 2005-06 the Principals of Govt. Colleges of Haryana had been authorized for the first time to incur an expenditure of upto Rs. 10.00 lac on construction works at their own level whereas this amount has been enhanced upto 20.00 lacs from the this year 2007-08. Besides it, a sum of Rs. 2.00 crore is provided in the budget for construction of ‘Shiksha Sadan’ at Panchkula for all the three Directorates of Education.
11) EMPOWERMENT OF FEMALE STUDENTS
In order to empower the female students and bring out talent amongst girls, a new scheme was started from the year 2005-06. Under this Scheme, Women Cells have been established in all the Govt. Colleges of the State to organize various activities to bring awareness among students on gender related issues. An amounting to Rs. 45.00 lacs has been sanctioned for the year 2007-08 for this scheme and the same has been distributed amongst all the Govt. Colleges.
12) HUMAN RESOURCE DEVELOPMENT
A new scheme for the training of teachers and supporting staff has been started from the year 2005-06. An amount of Rs. 25.00 lacs has been sanctioned for the year 2007-08 for this scheme.
13) ‘EARN WHILE YOU LEARN’ SCHEME FOR THE STUDENTS
This scheme was started from the year 2005-06 to provide incentives to students. In this scheme a student can earn up to Rs.1200/- per month. An amount of Rs. 45.00 lac has been sanctioned for the year 2007-08 for this scheme. This amount has been distributed in all Govt. Colleges as per requirement of students.
14) UPGRADATION OF LABORATORIES
A scheme was started from the year 2005-06 to modernize and upgrade the laboratories in Govt. Colleges. A Budget provision of Rs. 66.00 lac has been made during the year 2007-08. This amount has been distributed to all Govt. Colleges as per requirement of institutions.
15) RESEARCH AND DEVELOPMENT STUDIES
In order to encourage research and development studies in the State a new scheme was started in the year 2005-06 to award projects to NGOs and Research Scholars for research on topics pertaining to current Education Scenario. An amount of Rs. 5.00 lacs has been made for the year 2007-08 for this scheme.
16) EDUCATIONAL AND EXCURSION TOUR FOR SC STUDENTS IN GOVT. COLLEGES
Education for weaker sections/women is a vital component of the over-all strategy for securing equity in education. Education is a major factor in developing and thereby optimizing the contribution of weaker sections/women in the Society towards socio-economic development of the Nation. As a step in this direction, it is proposed to provide financial assistance to approximately 1200 (600 boys and 600 girls) students of SC/ST categories who participate in the excursion/educational tours of the Colleges. The visit to various prominent places of historical and cultural interest will enhance their awareness and knowledge and help chisel their personality. A sum of Rs. 100.00 lac has been approved for 11th Five year Plan 2007-2012 and Rs. 16.00 lac has been approved during the year 2007-2008.The scheme has been sent to FD for approval so that after concurrence of the FD, the scheme may be implemented in the institutions.
17) SETTING UP OF PLACEMENT CELLS IN GOVT. COLLEGES
Under this scheme, Placement Cells have been constituted in all the Govt. Colleges under the supervision of the Principal and senior most lecturers of the college.
A sum of Rs. 16.00 lacs has also been distributed @ 25000/- per college in 64 Govt. Colleges for this purpose for the year 2007-2008.
18) SCHOLARSHIPS

The department of Higher Education is implementing various scholarship schemes for meritorious & needy students. These are ‘National Merit Scholarship Scheme’, ‘State Merit Scheme’, ‘State Meritorious Incentive Scheme’ and ‘Under Graduate Girls Scholarship Scheme (+2 Level)’. Apart from these, there is a scheme to grant scholarships to the poor and needy students from Scheduled Castes/Backward Classes category.
A total amount of Rs. 22,21,96,000/- has been allocated for these scholarship schemes during the year 2007-2008.
New Schemes of Scholarship
Three new schemes have been introduced for scheduled caste and one for general students under Special Component Plan Scheme for the year 2007-08 which are as follows:-
Scheme for SC Students
1. Empowering the SC Students for employability in Information Technology.

Upgradation of Computer Labs
a) Under this scheme one thousand computers for training to SC Students will be provided. Computer Labs in all the Govt. Colleges will be upgraded. The amount earmarked for this scheme in the current budget is Rs. 3,50,00,000/-.
Computer training/Providing Computers to the SC Students
b) Computer training will be provided to 9000 SC Students under this Scheme. The Students who have successfully completed at least one such course in the final year of the graduation course will be awarded 1500 free Computer/equipments.
2. Scheme for Meritorious General Students.
Providing of Computer Training to Meritorious Students (General) in Govt. General Colleges.
Under this scheme Computer training will be provided to general category students in Govt. Colleges. Expected number of students is around 250. Rs. 75,0000/- for the year 2007-08 has been earmarked for this purpose.
3 Providing of Bicycle to SC girl students in Government Colleges
Under this scheme a bicycle will be provided only to SC girls students. The Students who will have secured 50% marks or above in 10+2 class or in next class. The expected number of eligible students is around 3000. Rs. 75,00,000/- has been earmarked for this purpose.
4 Providing books to SC students studying in Government Colleges
Under this scheme the SC students will be provided a complete set of text books during their study period in every class. The expected number of students is around 9000. Rs. 2,00,00,000/- for the year 2007-08 has been earmarked for this purpose.

19) REMEDIAL COACHING
Special incentive to weaker sections is being given through a scheme of Remedial Coaching in the subject of Science, Maths, and English for the students belonging to weaker sections of society like SC/BC including students belonging to educationally backward Minorities (Muslims). This scheme envisages special coaching for three months in an academic year in each subject. Incentive is given to lecturers @ Rs. 800/-per subject per month per class. A sum of Rs. 9.40.800/- lacs has been distributed in 55 Govt. Colleges as per their demand for this purpose for the year 2007-08.
20) INCENTIVE TO STUDENTS OF MINORITY GROUPS
Under this scheme Muslim students (Boys & girls) are provided Rs.500/- each for stationery and Rs. 1500/- each for bicycle on the condition that the annual income of their parents does not exceed Rs. 50,000/- per annum. The grant for bicycle is released only once i.e. at the entry level and the amount of Rs. 500/- is given in all the three sessions. For the year 2007-08, a sum of Rs. 4.97 lacs has been distributed in 39 Govt. Colleges as per their demand for this purpose.
21) SPORTS PROMOTION SCHEME
With a view to improve the standard of sports and to raise the participation of students in sports, a new scheme was started in the year 2005-06 and an amount of Rs. 60.00 lac was distributed. Budget provision of Rs. 2.30 crore has been made during the year 2007-08 .
22) PROVIDING OF SPORTS KIT TO SC STUDENTS IN GOVT. AND GOVT. AIDED COLLEGES
The National Youth Policy strongly emphasizes sports activities as important areas of human resource development. The promotion of sports is mainly the responsibility of the State Government.
The Govt. of Haryana is committed to create a sportive environment and a conductive culture in which all the students in Colleges will be encouraged to develop their full potential as sportspersons. To promote sports for all students by upgrading infrastructure and improving access to sports facilities, the State Policy aims at providing better health and physical fitness for all.
In order to encourage the students belonging to SC/ST categories for their participation in sports activities, it is proposed to provide incentives to them in the shape of diet at the rate of Rs. 60/- per head per day for 100 days in a year and sports kit per student per annum costing upto Rs. 2000/- to 125 boys and 125 girl students belonging to SC/ST categories who participate as team members in any of the recognized disciplines at inter college level/inter University level/State level/National level events.
Any regular student belonging to SC/ST categories who participates as a team member in any of the recognized disciplines at inter college level/inter University level/State level/National level event shall be eligible under this scheme. Under this scheme, each eligible student will be provided financial assistance worth Rs. 60/- per day for 100 days in a year for diet and Rs. 2000/- (Rs. Two thousand only) for the purpose of track-suits, sports shoes, vests and shorts etc. in a year subject to the condition that the student will not claim such assistance during the relevant period under any other similar scheme of the Government. For the year 2007-08 an amount of Rs. 14.00 lac has been approved. It will be distributed as per the requirement of the Colleges.
23) NCC SCHEME
The Scholarship amount to be awarded to the NCC cadets has been increased from Rs. 100/- to 200/- P.M. and Cadet strength increased from 42 to 84 during the year 2006-07.
The new 3rd Girls Bn. at Hisar has been raised so that girl students of the District of Hisar, Sirsa, Jind, Fatehabad & Bhiwani may be benefitted. Rs. 25,00,000/- have been earmarked during the year 2007-08 on plan side for this purpose.
24) NSS SCHEME

The National Service Scheme popularly known as NSS. The Scheme was launched in Gandhi’s centenary year in 1969 named as developing students through community service. The motto to watchword of the national service scheme is “NOT ME BUT YOU” This expresses the essence of democratic living and upholds the need for self service and appreciation of the other man’s point of view and also to show consideration for fellow human beings. The expenditure of this centrally sponsored scheme is shared by Govt. of India and state Govt. in the ratio of 7:5.
